Mexico City Mint Error / Damaged to Resemble Error
Mexico 1994 10 centavos struck multiple times over a 1993 10 centavos. The 1993 date can be easily seen right above the head of the eagle at K-11.
NGC failed to attribute since they felt it was "Damaged to resemble error". Disagree with their attribution and will analyze further to include a possible submission to PCGS.
