Mexico City Mint Error / Damaged to Resemble Error
Mexico 1988 5000 pesos which was struck off center, then again with what appears to be another set of dies since the attributes are different than what is seen on the 5000 Pesos coin.
NGC failed to attribute since they felt it was "Damaged to resemble error". I should have recognized this when it was originally purchased.
