After Jack and Hannah arrive in Wassoon, Jack encounters a mysterious Old Blood Mechanic named Aduwa Steptoe, who leaves Jack with cryptic warnings and a secret about Hannah's past. Jack soon finds himself drawn into a web of deception and political intrigue as an envoy from the City in the Sea arrives to bring him back to Scharnhorst.
Meanwhile, Dahlgren works from within the City's government to aid the resistance and sabotage Scharnhorst's plans.
