Quasar #32 labeled as #1? Madness? Not quite. The Operation Galactic Storm crossovers created much confusion for collectors over the years, and CGC's slab label is only partially encompassing here.
Basically Quasar hadn't been available on the newsstands for a little over a year when Operation: Galactic Storm began. So Marvel released the crossover issues renumbered as issues 1, 2 & 3 so as not to confuse readers who had only been buying the crossover off of the newsstands.
The confusion however was reinforced by the fact that some issues of Quasar #'s 32 - 34 made it to the direct market numbered as 1, 2, & 3. So the short of it is that if you find these issues with Spidey in the UPC box then they are errors, but if you find these issues with barcodes in the UPC box, then they are the Newsstands released by Marvel's design as #'s 1, 2 & 3 in support of Operation: Galactic Storm.
