I bought this in a coin shop. They had stacks of old silver certificates and two dollar bills. I went through the stack thoroughly and bought all of their 1928 $2 notes. I purchased 10 notes for 15 dollars. This was one of them. I decided to have it graded. I thought it was a 10 or 15. Pleasant surprise.
