This 100 Piso p172b* / p172cr really is,
"The mother of all Philippine errors".

(This is by far the rarest modern Philippine banknote, don't be fooled by the low score of 41).

About 25 years ago I found a P100 unlisted red serial number note, when I contacted Pick to report a major find, they said it couldn't exist because P100 Aquino-Fernandez notes only had black serial numbers down to UL1000000, and the first Aquino-Cuisia signatures had black serials from UM000001. For want of a better word, I was wrong. (I was told maybe I got the signatures mixed up). After a long battle with the powers to be, the note was listed as p172cr (Chris' Replacement).
Currently it's the only Philippine banknote that Picks' Modern Catalogue has listed as "Rare" in its description.
It seems there may have been a mix-up with an old Aquino-Fernandez sheet, that somehow got mixed in with a later Aquino-Cuisia print of red serial Replacement notes. There might be as few as one sheet, only further investigation will tell.
I have seen only one other of these Replacement notes and that was ungraded, its serial number did seem to be from the same sheet as this note.
I might add a "normal" Aquino-Fernandez P100 with red serials has never been sighted, only the Replacement has, that's why the replacement has its own number, Pick were sure it existed. As for p172b, Pick only assumes it exists, it's never been sighted and it's outside the black serial number range of the time. There has always been a question mark over that note and Pick would not have listed the p172b if it had not been for this replacement "Star note".

The exact listing in Pick reads as...
172 100 Piso
cr. Replacement note. Sign. as a. Red serial #. Rare. — —
