I can only assume that these issues were release, similar to the 2003 Emergency Bearer Check Series, to replace the bank-issued checks that could only be used once and then had to be canceled - only able to be redeemed by the original recipient.
These are called "checks" but they seemingly were intended to function more like banknotes that were only supposed to circulate for a limited time - with an expiration date. The idea here seems to have been that you can spend this like cash and it can change hands as often as it needed to, but, if it wasn't returned to the Reserve Bank of Zimbabwe or "cashed in" for "real money" by the expiration date, someone would ultimately be left holding the bag / get stuck with the "hot potato" of an expired check.
