eBay purchase from pre pandemic

This is a Obverse and Reverse struck through on a Pacific Historical Park commemorative quarter. This is why, I try to buy already slabbed coins, I would have still spent this had it been found in circulation as it looks like a stain to me but I'm not the expert.
