Mexico City Mint Error / Damaged to Resemble Error

Mexico 1975 20 centavos which appears to have been struck on a damaged planchet.

NGC failed to attribute since they felt it was "Damaged to resemble error". Disagree with their attribution and will analyze further to include a possible submission to PCGS.
