Mexico City Mint Error / Damaged to Resemble Error

Mexico 1981 20 centavos which appears to have been struck through on the obverse.

NGC failed to attribute since they felt it was "Damaged to resemble error". Disagree with their attribution and will analyze further to include a possible submission to PCGS.
